Paolo Vaccara was born on November 9, 1949 in New York City. His younger brother Santino was a police detective, and his nephew, Giuseppe, became a police officer. He attended St. Joseph's Seminary from 1967 to 1971. He was ordained a priest in 1974, but he was a corrupt priest, using his position for his personal gain. He was also a member of Propaganda Due, an Italian Masonic lodge. In 1976, he masterminded the murder of Enzo Gabrielli, the Archbishop of Royal Woods, as he feared that he was about to be exposed, and so he sent one of his bodyguards to kill Gabrielli. Gabrielli was shot to death on June 28, 1976 in the Apostolic Palace in the Vatican after which his body was thrown down the gap between the circular stairs. In 1994, he became an Archbishop for the city where the Casagrande family live. He was made Cardinal on February 21, 1998 by Pope John Paul II along with Jorge Bergoglio, the Archbishop of Buenos Aires and the future Pope Francis, and Frederick Bottcher, the Archbishop of Royal Woods.
Paolo feared that his brother, Santino, will expose his crimes, so he had him murdered. On April 21, 2016, Santino was shot to death at Richard L. Loud Park and his body was dumped in a river, only to be found the next day.
Vaccara outwardly appeared to be very pious and god-fearing, however, behind closed doors, he is a greedy, selfish, and power-hungry egomaniac who seeks the Papacy for himself. He is willing to murder anyone who gets in his way, as shown in The Knight of St. Gregory, he conspired to attempt a murder on Lynn R. Loud and Lucas Loud, which failed.
Vaccara is an elderly Italian-American male with grey hair combed backwards and wrinkles on his face. He wears a black clerical robe with red stitching around it and red stitching and red buttons in the middle, and a black shoulder cape, also with red stitching around it, he wears a red fascia around his waist with the ends of the fascia dangling on the right side of his body and he wears black dress shoes.
- Paolo Vaccara is based on Archbishop Gilday from The Godfather Part III.
- Paolo Vaccara is similar to Lola Loud: They are both arrogant and conceited, they both act like royalty, both are manipulative, and they are bent on world domination, however, unlike Lola, Paolo is more evil
